The National Planning Policy Framework calls for Neighbourhood Plans to support the Local Plan procedure as part of the concept of Localism.
In the parish of Chichester, the Parish council titled as the City Council and and dominated by members who also sit as councillors on CDC (Chichester District Council) has fallen in with CDC to ensure there is no Neighbourhood Plan for the Strategic Site identified by the Local Plan in the Parish , Whitehouse Farm. Thus robbing residents of their right to a neighbourhood Plan

Instead the Parish Council has gone along with CDC's decision for CDC to produce a Concept Statement embodying all the developers wishes, so that they may produce a "fully" (for CDC this means a single advert in the local paper and hence a very poorly attended presentation) consultated upon Master Plan
